December 10, 2001

The CMAC Web Site Accessibility Committee minutes for Monday, December 10, 2001, at 1:30 p.m., at the Office of Protection and Advocacy for Persons with Disabilities, 60B Weston Street, Hartford, Connecticut.

Minutes

The issue of accessible PDF documents, including fillable forms and legacy documents, was discussed. It was agreed, by those members in attendance, that the Committee would draft some language extending the compliance date for certain types of PDF documents.  This would give agencies time to purchase and install Acrobat 5, and convert their legacy documents and online forms to an accessible format.

Minutes:

The Department of Information Technology has posted a "Notice to Vendors" on their web site regarding the statewide initiative to make all Connecticut state government web sites accessible to people with disabilities. The notice is to make all vendors performing web consulting services under any State of Connecticut IT Contract aware of the Policy regarding "Universal Web Site Accessibility for State Web Sites".

The list of Web Sites Currently in Review was reviewed to make sure that every agency that has requested a review has had a committee member volunteer to do the review.

Kathleen Francis, Internet Administrator for the Hartford Public Schools talked about the progress she has made so far in starting a web accessibility initiative for the schools' web sites.  It was agreed a presentation to the school system webmasters and a demo of web accessibility issues would help her make more progress. The presentation will be scheduled for sometime in December.

August 13, 2001

CMAC Web Site Accessibility Committee minutes for Monday, August 13, 2001, at 1:30 p.m., at the Office of Protection and Advocacy for Persons with Disabilities, 60B Weston Street, Hartford, Connecticut.

Minutes:

A discussion was held about the best way to approach the 100+ agency webmasters that have not contacted the committee chair to report their status.  The list was divided up among the members in attendance - each webmaster will be called and asked a series of questions about their awareness of the initiative and their commitment to making the January 2002 target date.

Software Presentation:

Doug Aley, of SSB Technologies ( http://www.ssbtechnologies.com ) gave a presentation of their Web Development Software for making accessible web sites. The tools are InSight 508, a diagnostic tool, and InFocus 508, an automated repair tool.

Another example of using ASPMail was distributed - this sample takes data into a form ands send out two e-mails, one to the person who filled out the form, and the other to the owner of the form.

Kathleen handed out copies of a thank you letter from the Tech Act Project to the Committee for participating in the Total Technology Fair 2000.

Changes to the document, Steps for Accessibility Certification, were discussed. It was agreed that the language at the end, concerning use of the logo, needs to be revised.  It should state that the agency webmaster should contact the Committee to request that their site be evaluated.  It will also say that use of the logo and/or a policy compliance statement is to be done only with the approval of the committee.  Language to be used with the logo (similar to http://www.state.ct.us/cmac/policies/logo.htm will be written and posted on the site  Also, a disclaimer will be written that describes the process used for assessment, discusses the work that went in to making the site accessible, and includes a request for feedback to the agency webmaster if an inaccessible page is found.

Bev distributed a page footer that she is using on all her pages with three logos and suggested language: Bobby, W3C Valid HTML and the CMAC Access logo.  Agencies will be able to decide for themselves whether they want to use the CMAC Access logo or plain text language to indicate that their site complies with the policy.

DMR's web site  http://www.state.ct.us/dmr/ will be the first site assessed by members of the committee (Dave Bergmann and Mary Morelli).  Dave also has two BESB clients that have offered to be testers for us.

A web-based self-reporting system is being developed and hopefully will be ready to demo at the January 26, 2001 CMAC meeting.  This system will allow state agency and organization webmasters to input information about how they are progressing, and allow interested parties to see how individual agencies and organizations or the state as a whole is moving towards meeting the January, 2002 target date.

We also talked about how to recognize agency webmasters as they bring their sites into compliance.  Anita will design a certificate that Dick will print, certifying that a given web site was deemed to be compliant as of a given date.  A letter will also be written to the webmaster and his or her agency commissioner thanking them for their participation and effort.
