Accessibility Working Group Documents

Since December of 2004, the Accessibility Working Group, a subset of the Web Site Accessibility Committee, has been reviewing the existing Universal Web Site Accessibility Policy for State Web Sites - Version 4.0 and working on a proposal for an updated policy. Please use the links below to access the proposed changes.

Additionally, the Working Group has also drafted a new Web Site Accessibility Policy.

Methodology

Each item on the existing Checklist of Design Requirements http://www.cmac.state.ct.us/access/policies/accesspolicy40.html#Checklist was entered into a spreadsheet. The spreadsheet has been imported into the database used on this web site.

Each item was then mapped, where possible, to a WCAG Guideline (including Checkpoint and Priority) and/or Section 508 standard.

We then removed from the checklist four types of requirements:

  1. Requirements that were also WCAG Priority 1 Guidelines, because they were redundant
  2. Requirements that addressed testing protocol as these do not belong in a policy
  3. Requirements that were usability issues, not accessibility issues.
  4. Requirements that were too subjective to use as evaluation criteria.

Note that no WCAG Priority 2 Guidelines were removed during this process.

We then added to the checklist the following:

  1. All WCAG Priority 2 Guidelines that were not in the existing checklist
  2. Five Section 508 standards that were not also WCAG Priority 1 Guidelines (1194.22 (l - p)

For all remaining requirements, we identified the following:

  1. Is the requirement in the existing Checklist?
  2. Does the Working Group recommend that the requirement be added or removed?
  3. A link to a Techniques document that explains the reasoning behind the Guideline/Standard and how to implement it.

For some of the requirements that the Working Group is proposing be kept, we are recommending changing the language to either the WCAG language or the Section 508 language.
